AN ACT TO PLACE LIMITS ON THE AMOUNT AND DURATION OF CARRYOVER CATEGORICAL FUNDS.

Carryover will not be allowed without express written approval by the Commissioner of Education if the carryover amount exceeds twenty percent (20%) of the total funds distributed in a categorical fund each year. Dept will produce the Categorical Fund Carryover Variance Report to disclose carry overs.
